Like many Mac users who spend their working day using Outlook for Windows the introduction of Outlook to Office for Mac was a welcome update. Whilst it is clearly not as well developed as its Windows parent it is close enough for most purposes and it is quite easy to settle into using it, especially if you have already jumped to Office 2010. There is however a niggly issue that I have noticed and can’t tell for certain what is going on… It seems to be always Downloading….
I am using Outlook to connect to Exchange 2007 Server ( not IMAP or POP ) and have noticed that most of the time the status bar at the bottom right of the Outlook window states that it is Downloading. If I make any changes by deleting/moving emails from the Inbox or sending new messages the Downloading status will appear showing something like 1/2 ( ie 1 of 2 messages presumably ) and this will stay like this for several minutes. If you click on the status bar a Progress window will appear showing which folders are being downloaded from/to which also shows the same slow downloading of emails.
At first I assumed that everytime I happened to look at the status bar it must be in the middle of downloading an email with a large attachment but on closer examination I am not convinced this is true. I now suspect that this apparent slow downloading is something to do with the sync of messages and less to do with the content of the emails actually being downloaded, but can’t obviously be sure of this.
It appears I am not alone in noticing this as I have found a number of articles that mention the same issue, but none appear to have a solution to the problem ( see links below ). Have you noticed this ?

Yes – having the same problem here. It keeps downloading 25 items – but nothing ever appears.
I'm using Outlook 2011 with Microsoft BPOS. All the online help says to delete the identity and start again. But this is a new setup. The mailbox is syncing quite happily to a PC running Outlook 2003 – with no errors.

I am having the same issue, I am running my pc side by side with my Mac and the PC is fine, the mac gets a processing delay that prevents use of outlook during processing. anyone have a solution?

I suspect it has something to do with the fact that emails in outlook 2011 are now grouped together if they have the same subject line. I was having the same problem but it did eventually finish the download and I noticed that I had a fair few grouped emails from that date onwards. Sorry I can't help, other than being patient I don't know how to fix it.
Also using Outlook 2011 with BPOS and its so slow. I read some where that Outlook 2011 is not supported with BPOS but it is in Office 365. We are planing to move to 365 within the next month. Until then I'll just have to wait
Same issue here… it was running fine perviously, we had an email outage at work and after that it was downloading all the time. IT reconfigured my account and since i have been trying to sync all my emails and even send delete takes for ever… any solutions, what’s happening??

Anyone found any answers to constant synching/downloading yet, like others I have found reports of it but so far no solutions.
I have 5 Mac (Outlook client) users who hog up to 60% of the CPU on Exchange 2007.
All Mac’s were built from the same image (10.6.8).
All are using the latest patched version of Office 2011
If I re image a Mac and log in with one of the five users, launch Outlook – the account will eat up the CPU.
Any ideas, anyone?
